Who is PEI

After retiring from California Corrections in 1980, Nancy R. Walker was ready to hang up a new shingle. Her last assignment in corrections was background investigations on potential incoming officers. She started out as a private investigator, until she adopted twin girls. Working all hours was no longer a good fit. It was a natural transformation to migrate into a background investigator.

She wanted to provide a service to assist employers in finding qualified staff, who had the potential to be a long term employee with the right qualifications, along with creating a safer place for their employees to work.

In 1987, Pre-Employment Investigations, (PEI for short), was formed. A few years later, Kimberly Young joined Nancy in running PEI.


She had worked for an aerospace company, security, and manufacturing as a distribution manager and assistant plant manager, for an international food service company. By 1999, Nancy was finally ready to retire and put all of her attention towards her girls. Nancy was a stickler for detail and assessing results. Kimberly was the natural choice to carry on the stringent attention to all facets of the business and possessed the same high standards that Nancy held from the beginning.

A Team Of Professionals


President and CEO

Kimberly is the President and CEO. You can contact her with any concern, confidential requests, questions, suggestions and of course compliments. If you don’t see something that you think will help your process, give her a call to discuss.

She may contact you regarding any facet of PEI orders, business updates, concerns and sometimes just to check in. She has been doing this for over 20 years and if she doesn’t know the answer, she will find out. Kimberly still loves the work, as there are still many surprises that keep it interesting.

Otherwise, she is with her two children walking, exploring, sports, homework, reading or just playing with the family pets.


Nanette graduated with a business degree from University of Redlands. She has over 35 years in Human Resources with a diverse background in Medical, Aerospace and Recruiting. Working with people has always been a highlight because they have something unique to offer. She enjoys the challenge of helping people discover their true abilities. She has written many Policy and Procedure Manuals for several companies and enjoyed working closely with OSHA. training Manufacturing Engineers on safety protocol.

Nanette is married with two grown children. She likes to play tennis and go for long hikes along the beach on her days off.


Rebecca has a long history in the Customer Service field and received her BA from California State University, Fresno. She worked in her family’s business for over twenty years and while employed there she was in charge of human resources, supervising employees, accounts payable/receivable, and insurance billing. She has attended numerous trainings throughout the years regarding Human Resources, Confidentiality, and Office Management. Rebecca joined the PEI team in 2018. She brought her extensive customer service background, and can-do attitude, with her and is willing to go the extra mile to make sure that your experience is a good one with PEI.

She enjoys spending time with her close knit family, friends, and fur babies. She also enjoys reading, going to the coast, and watching movies and has attended Comic-Con in San Diego numerous times.
